𝗨𝗦 𝗦𝗶𝘅𝘁𝘆-𝗳𝗶𝘃𝗲 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 𝗼𝗶𝗹 𝗯𝗮𝗿𝗿𝗲𝗹𝘀 𝗳𝗿𝗼𝗺 𝗩𝗲𝗻𝗲𝘇𝘂𝗲𝗹𝗮. But the real story begins with two words: “𝐞𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐞 𝐨𝐮𝐭𝐩𝐮𝐭.”

Reports say the United States would hold a 𝟓𝟓% 𝐞𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐞 𝐨𝐮𝐭𝐩𝐮𝐭 𝐀𝐍𝐃 𝐄𝐐𝐔𝐈𝐓𝐘 𝐬𝐡𝐚𝐫𝐞 in a new joint venture with a private Venezuelan operator [1][2][3].

That is a right to the venture’s production—not ownership of 55% of the oil underground.

Then comes “𝐚𝐭 𝐜𝐨𝐬𝐭.”

The U.S. could reportedly buy its share at the cost of production rather than the market price [2][5].

That changes the economics—but only when barrels actually flow.

💰 The reported ambition is enormous: 𝐦𝐨𝐫𝐞 𝐭𝐡𝐚𝐧 $𝟏𝟎𝟎𝐁 𝐢𝐧 𝐩𝐫𝐢𝐯𝐚𝐭𝐞 𝐢𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 and 𝐨𝐯𝐞𝐫 $𝟐𝟎𝟗𝐁 𝐢𝐧 𝐭𝐚𝐱 𝐫𝐞𝐯𝐞𝐧𝐮𝐞𝐬 𝐟𝐨𝐫 𝐂𝐚𝐫𝐚𝐜𝐚𝐬 [2][4].

Production would also support the U.S. Strategic Petroleum Reserve, which has fallen to a 40-year low, potentially more than doubling U.S. reserves [1][2].

Lower gasoline bills are part of the promise [1][3][5].

⏳ But 𝟖𝟗 𝐲𝐞𝐚𝐫𝐬 𝐚𝐭 𝟐 𝐌𝐌𝐛𝐩𝐝—or 𝟓𝟗 𝐲𝐞𝐚𝐫𝐬 𝐚𝐭 𝟑 𝐌𝐌𝐛𝐩𝐝—is 𝐫𝐞𝐬𝐞𝐫𝐯𝐞 𝐥𝐢𝐟𝐞, 𝐧𝐨𝐭 𝐚 𝐬𝐜𝐡𝐞𝐝𝐮𝐥𝐞 [5].

There is still no public schedule telling us when the first additional barrel will arrive.

🔎 And the gaps matter: 𝐬𝐞𝐯𝐞𝐧𝐭𝐞𝐞𝐧 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐟𝐢𝐞𝐥𝐝𝐬 𝐫𝐞𝐦𝐚𝐢𝐧 𝐮𝐧𝐧𝐚𝐦𝐞𝐝.

Crude grades, operator details and the agreement text are also not publicly available [1][2][4].

📐 For 𝐕𝐄𝐕 𝐌𝐏 𝐯𝟏𝟑.𝟎 [7], the rule is simple:

Until field identities, production profiles, CAPEX, costs, fiscal terms and a first-barrel schedule are documented, this is a 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐬𝐢𝐠𝐧𝐚𝐥—not a 𝐛𝐚𝐧𝐤𝐚𝐛𝐥𝐞 𝐟𝐨𝐫𝐞𝐜𝐚𝐬𝐭.
